The terms are used interchangeably and mean different things legally and operationally. The distinction matters most when there is a claim, a cross-border entry or a custody question.

Which one you actually want
For urgent domestic and Canada–U.S. surface, expedited and AOG movements, a specialized broker gives you direct carrier selection, fewer intermediaries and faster decision-making.
For international ocean, consolidated air and multi-country movements requiring documentation in the intermediary's own name, a forwarder is the correct partner.
